Unknown Iron Bell Toy with Heart Wheel on front

This strange toy is a mystery. Does anyone know who made it?

Though it is cast into the body PAT APL'D, for Patent Applied for, I've been unable to find a patent for this toy and have no idea as to who made it. Cast into the base are heart shape cutouts. The bell is brass and the heart shape wheel above the bell is similar to many Gong Bell toy wheels. The finial is made of wood. The straight spoked wheels weren't the norm for bell toys made in East Hampton and it's surprising that they don't match the heart pattern repeated elsewhere. There is no bell ringing mechanism. Perhaps jinglets were hung from the wheels.
