Unknown Hoop Toy with Bells

This was not a handmade one of a kind toy. I've seen another at an auction. The cast iron cog or gear that causes the bells to ring is nicely done, and not something one would cast for a single toy. If anyone knows the manufacturer for this I'd love to know more about it.
