Unknown Rocking Horse bell toy with heart pattern wheels

This toy is very unusual for both it's size, and the combination of the rocking platform supported on the wheeled frame. The wheels and the frame are cast iron. The wheels are in a pattern not seen by me on any other toy. If anyone has an idea as to who made this please contact me. If anyone has seen these wheels on other toys, please contact me. watrousr@optonline.net
